After beta, detailed historical/signer information is unlocked only when history exists and the requester elects to inspect it.
Paid access is also an auditable access event.
When a detailed report exposes protected signer information, CodeSeal records the authorized report request as part of the registry audit trail. This supports accountability without making sensitive details freely public.
